U.S. Nearing Delivery of Milestone System to Manage Iraqi Armed Forces

Largest Ever Oracle HRIMS System to Aid in Planning Troop
Withdrawal
ARLINGTON, Va.--(Business Wire)--Torres Advanced Enterprise Solutions (Torres), under a contract
with the Multi National Security Transition Command - Iraq, is
completing the largest ever Oracle(R)-based Human Resources and
Payroll Management System (HRIMS). The HRIMS will be the primary
information system used to manage the entire Iraqi military (all
200,000 armed services personnel) and provide reports to U.S. Congress
on Iraqi troop strength and Iraqi combat readiness. With this data,
coalition forces can better plan military operations and the
withdrawal of coalition troops. Further, the HRIMS supplies the Iraqi
Ministry of Defense (MOD) and coalition forces with extensive data on
corruption, including information on Iraqi ghost soldiers. This
milestone system is scheduled for completion on February 6, 2008,
after only 1 1/2 years in development.
This system delivery is the largest and most complex of all Oracle
HRIMS projects worldwide, including the former largest project
implemented by the U.S. Air Force in 2002. While the Air Force project
took $165 million and 5 1/2 years to complete with a project staff of
over 150 personnel, the Iraq HRIMS project will be delivered in less
than 1 1/2 years by a staff of eight consultants and a few part-time
Iraqi officials. The HRIMS is also by far the least expensive project
of its kind in Oracle history. While other large initiatives routinely
cost over $150 million, this HRIMS cost less than $14 million.

International Zone and bullets fired through their office and training

The Oracle-based HRIMS solution is one of the few successful
enterprise-wide systems initiatives under Operation Iraqi Freedom and
Operation Enduring Freedom. While most of the information technology
projects in both Iraq and Afghanistan have failed, the HRIMS will be
delivered on time and within the original budget. The challenge that
remains is to ensure that the Iraqi MOD uses the system to its fullest
capability.
