The Honorable Frank C. Urbancic Jr., Principal Deputy Assistant Secretary and
Deputy to the Coordinator, Office of the Coordinator for Counterterrorism,
U.S. Department of State
Secretary Urbanic previously served as Charge d'Affaires, a.i., and Deputy
Chief of Mission at the U.S. Embassy in Kuwait, Deputy Chief of Mission at
U.S. Embassies in United Arab Emirates, Sierra Leone, and Qatar, in Consular
and as Political Affairs sections in Canada, Jordan, Tunisia, and Saudi
Arabia.

The Honorable Joao de Vallera, Ambassador of Portugal to the United States
Ambassador Vallera has served in the diplomatic service since 1974. He was
serving as ambassador to Germany prior to being appointed ambassador to the
United States. Portugal has just completed its sixth-month Presidency of the
European Union.

The Honorable Samuel Zbogar, Ambassador of Slovenia to the United States
Ambassador Zbogar previously served as State Secretary (Deputy Minister) for
Foreign Affairs before coming to the U.S. (2001-2004), as well as deputy to
the UNSC (1998-99), minister plenipotentiary and deputy permanent
representative of the Slovenian Mission to the UN (1997-2001), and various
positions in the Ministry of Foreign Affairs. Slovenia has just begun its
six-month Presidency of the European Union.

The Honorable Elena Poptodorova, Ambassador of Bulgaria to the United States
Ambassador Poptodorova previously served as Director, Directorate of
International Organizations and Human Rights (2001-2002), as a member of the
Parliament of Bulgaria (1990-2001) and has served from 3rd secretary through
to Minister Plenipotentiary in the Ministry of Foreign Affairs (1975-1990).
