CX2 Technologies Co-Sponsors a Conference on Interoperable Communications Grants for Public Safety Organizations in

On March 18, CX2 Technologies, Inc. (OTCBB: CXTO) co-sponsored a conference in
Worcester, Massachusetts, on regional interoperability planning and the 2008
Public Safety Interoperable Communication (PSIC) Grant program.
CX2 Technologies co-sponsored the conference with other members of the
Coalition for Integrated Data Emergency Response Solutions (CIDERS). The
CIDERS group consists of companies involved in emergency management software,
wireless communications, and sensor equipment. As members of CIDERS, the
companies are pooling their expertise to design and develop interoperable data
communication systems.
Several dozen fire chiefs from the state of Massachusetts attended the
conference. The event featured remarks by Congressman Jim McGovern,
Representative
for Massachusetts, and Julliette Kayyem, Massachusetts' first Undersecretary for
Homeland Security.
During the conference, Undersecretary Kayyem announced a matching funds
program
for public safety organizations. Ms. Kayyem also outlined how Massachusetts
plans to meet the Public Safety Interoperable Communications (PSIC) Grant
guidelines set
up by the Federal Department of Homeland Security.
To help public safety organizations qualify for the PSIC Grant,
Undersecretary
Kayyem stated that Massachusetts plans to provide the matching funds required
by the Department of Homeland Security (DHS). The state will make these funds
available to local public safety organizations that submit a qualifying grant
proposal
to the Massachusetts Interoperability Panel. The panel was created by the
Executive
Office of Public Safety and Security (EOPSS) and consists of subject matter
expertsfrom state and local organizations.

Public safety organizations, the FCC, and Congress have focused on 700 MHz
as
the likely spectrum for a nationwide public safety broadband network. The 700
MHz
auction ending on March 18, however, suggests to CX2 management that the current
plan for a public/private partnership in the 700 MHz band does not present a
viable business case. In this 700 MHz auction, there was no bid for the
"public safety" D Block, which was to be built by a private partner but
available
for public safety as needed (at the expense of commercial use).
The FCC approach would have required all public safety communications to use
a nationwide 700 MHz network. In contrast, an integrated data approach would
move
certain data communications to other spectrum bands, such as 220 MHz, and
then re-integrate the data into the nationwide broadband network as needed. In
this integrated data approach, more spectrum is available for commercial use,
and at the same time, sufficient spectrum is available for deployment of
public safety services. CX2 provides technology that supports this integrated
data
solution.
CX2 and other CIDERS members are committed to providing support,
participating in
bidding, or taking other action where feasible to ensure that the 2008
conference attendees and other public safety organizations can procure the funds
necessary to achieve data interoperability.
