Publication of Securities Note and Summary Note

The following Securities Note and Summary Note have been approved by the UK
Listing Authority and are available for viewing:

Securities Note, dated 10 April 2008, for European Bank for Reconstruction and
Development RUB1,000,000,000 6.50% Notes due 20 December 2010 (to be
consolidated and form a single series with the Issuer's RUB2,000,000,000 6.50%
Notes due 20 December 2010 issued on 20 December 2007) (the "Notes") issued
under its €20,000,000,000 Global Medium-Term Note Programme (the "Programme")

Summary Note, dated 10 April 2008, for European Bank for Reconstruction and
Development relating to the Notes issued under the Programme.

The Securities Note and Summary Note contain the final terms of the Notes and
must be read in conjunction with the Registration Document dated 10 August 2007,
relating to the Programme, which together, constitute a base prospectus for the
purposes of the Prospectus Directive.
