Announcement - Issue of Debt

On April 17, 2008, MLMXN NOTES, SERIES 2008-1 (the "Issuer") issued MXN
104,000,000 face amount of Certificates. Pursuant to the Prospectus dated
February 28, 2008, the Issuer will apply for the Certificates to be admitted to
the official list of the UK Listing Authority and to trading on the London Stock
Exchange regulated market.
