WASHINGTON, July 22 /PRNewswire-USNewswire/ -- Virgil R. Carter has signed a
senior advisor agreement with Plexus Consulting Group, LLC, of Washington,
D.C. Mr. Carter is the retired Executive Director and Chief Staff Officer of
ASME (American Society of Mechanical Engineers), where he helped launch global
business operations in China, India and Europe.

As Executive Director ASME he led a financial turn around, reversing a 5-year
trend of deficit financial performance.

While at ASME, Mr. Carter implemented the "Continuity & Change" initiative for
governance and business operations, introducing a Balanced Scorecard for
coordination of strategy, and results-oriented performance and operations.

Mr. Carter is a military veteran, serving as a Commissioned Officer after
obtaining his Bachelor's Degree from Oklahoma State University. After
completing his service he obtained his Master's Degree in Architecture from
the University of Illinois. After graduating he began his career working in
Architecture, owning his own firm in California. In 1986, he started serving
as the Head of the School of Architecture at Oklahoma State University.

In 1990, Mr. Carter accepted an invitation to serve as a senior executive at
The American Institute of Architects, Washington, DC, where he led the
association's global membership, staff and activities. He subsequently
assumed executive leadership for the Institute's education staff and
activities.

In 1996, he founded Business & Educational Advisory Services in Falls Church,
VA. He accepted the position of Executive Director of the Project Management
Institute, in the Philadelphia area, in 1997. Under his 5-year leadership
(1997-2002), PMI experienced a 350 percent net growth in membership, with a
similar growth in budget, while expanding its global membership and programs
to 110 countries.

Mr. Carter's extensive non-profit expertise in areas such as leadership,
volunteer and staff partnerships, working in teams, forward-looking strategy
and operations, governance, globalization, innovation and constructive
organizational change, will provide clients the knowledge and foresight to
excel in today's marketplace.
