L-3 Facility Receives the Cogswell Award for Outstanding Industrial Security Achievement

NEW YORK--(Business Wire)--
L-3 Communications (NYSE: LLL) announced today that its
Communication Systems-East facility in Camden, N.J. has received the
2008 James S. Cogswell Outstanding Industrial Security Achievement
Award by the U.S. Defense Security Service (DSS). The award recognizes
industrial security excellence and is the highest honor a company can
receive for excellence in the handling of classified information.

   "The Cogswell Award is the ultimate security distinction for
defense contractors, and we are very proud to be recognized by the
Defense Security Service," said Gregory B. Roberts, president and
chief operating officer of L-3 Communication Systems-East
(CS-East). "This achievement underscores the unfailing commitment our

customers."

   L-3 Communication Systems-East was one of 23 facilities selected
from over 12,000 defense contractor sites to receive a Cogswell
Award. The company received the honor at the annual conference of the
National Classification Management Society in Mashantucket, Conn. L-3
CS-East previously received this award in 1997.

   The Cogswell Award, established in 1966, is named in honor of the
late Air Force Col. James S. Cogswell, the first chief of industrial
security within the Department of Defense. Col. Cogswell was
responsible for developing the basic principles of the Industrial
Security Program, which include an emphasis on the partnership between
industry and government to protect classified information. This
partnership ultimately ensures the greatest protection for the U.S.
warfighter and our nation's classified information.

   The award criterion focuses on principles of industrial security
excellence and the selection process is extremely rigorous. Factors
include establishing and maintaining a security program that far
exceeds the basic National Industrial Security Program requirements
and providing leadership to other cleared facilities in establishing
best practices while maintaining the highest standards for
security. To be eligible for nomination, facilities must have at
minimum two consecutive superior industrial security review ratings
and show a sustained degree of excellence and innovation in their
overall security program management, implementation and oversight.
