Mark Perkell joins CeCors as Vice President and General Counsel

Telecom Industry and Regulatory Veteran Brings Added Depth to
Management Team
SANTA ANA, Calif.--(Business Wire)--
CeCors Inc. (OTCBB:CEOS) announced today that Mark Perkell has
joined the organization as Vice President and General Counsel. In this
capacity, Perkell will be responsible for internal legal and contract
issues, as well as working with the Company's external legal firms.
Additionally, Perkell will undertake designated administrative duties
and represent the Company in its efforts with selected rural and
independent Telcos and cable companies.
Perkell has extensive experience in senior management and/or as an
advisor and consultant to telecommunications, utility, Internet and
manufacturing companies. He was recently the SVP and General Counsel
for CityNet Telecommunications where he provided legal, strategic,
regulatory, business development and tactical advice to the executive
team and board of directors. He participated in venture capital
funding rounds and assisted senior management and outside counsel in
closing $275 million in funding and $100 million in vendor financing.
He has served as both General Manager of the Corporate Operations
Division and the Communications Services Division for Interpath
Communications where he managed and directed the division responsible
for developing and implementing all of the retail and wholesale
telecommunications, data and Internet connectivity products.
In 1996, Mr. Perkell formed VOR Consulting Services and advised
several telecommunication and manufacturing companies including:
Coyote Network Systems, Fire Networks, Cisco, Conectiv Communications
and Carolina Power and Light Company, on various business, regulatory
and telecommunications issues.
Mr. Perkell has also held positions as New England Regional
Counsel and Senior Regulatory Attorney for Frontier Communications
where he performed regulatory, research and investigative due
diligence functions on several Frontier business acquisitions. He has
lobbied and/or testified for Frontier in the US Senate, the House of
Representatives, as well as several State Legislative committees.
