Managed Health Care: Where It Began and How to Fix It

SAN FRANCISCO, Aug. 27 /PRNewswire/ -- The cost to the patients under the
current system may be too high and are discussed in "Managed Health Care, A

    In this book, author Sam Wein analyzes the range of the health care
industry, beginning with the fee-for-service system that had physicians
holding down the costs of medical care in deference to the patients' needs.
Then with the advent of third party insurance health plans physicians saw a
legitimate way to increase fees without an impact on their patients.
    However, as that system grew so did the cost of health care to the general
public.  As a result, the state of California began a program to fund pre-paid
health care for the Medicaid population.  At first, this was a welcome change
to the fee-for-service method, but it did have its drawbacks, both financially
and in the provisions of service.  In the early '70s, the Department of
Health, Education and Welfare undertook a study to determine if there was a
better way.  That study gave birth to Health Maintenance Organizations, or, as
we so fondly call them, HMOs.
    This book gives the general public a new view on why the health care costs
have risen so dramatically over the years, and how the readers can make a
difference by encouraging their political representatives to make meaningful
changes to the current system.
Sam Wein is a United States Air Force retiree who, following the
completion of his college education after retiring, entered the health care
industry as an outpatient clinic manager and subsequently got involved in the
very early stages of the HMO field.  He spent a great deal of his time
developing the financial and clinical facets of the HMO field and ultimately
became the president of a federally qualified HMO in Northern California.
    He has two other titles to his credit: "Wing Walking, A Different Approach
to the Job Market" and "Gentle Vices," about life and times in the Air Force.
