Edmeades & Stromdahl, Ltd. Architects Partner with Anirban Basu of Sage Policy
Group for Harford Community College Expansion Project

BEL AIR, Md., Dec. 12 /PRNewswire/ -- Edmeades & Stromdahl, Ltd. of Harford
County, Maryland, has been awarded the feasibility study and schematic design
of the Higher Education Conference Center (HECC) building expansion at the
HEAT Center, a BRAC-related project. Anirban Basu of Sage Policy Group, Inc.,
joins Edmeades & Stromdahl to lead the demographic and economic analysis for
the project.

Harford Community College manages the HEAT Center, which supports a broad
range of higher education and workforce development training programs.  It
also provides meeting and conference space for business, government and
community organizations. Aberdeen Proving Ground (APG) has been a major
supporter of the HECC building of the Center, using its facilities for
meetings, training and conferences. In anticipation of new jobs arriving to
Harford County as a result of BRAC, the demand for the Center's service is
expected to increase. The upcoming project will examine BRAC-induced
demographic changes, estimate the population requirements for science and
technology programs, and estimate the facilities and costs necessary to meet
those requirements. 
Phase I of the project will include a feasibility study to determine the level
to which the Center needs to expand based on BRAC-induced demographic impacts.
This phase will be led by Mr. Basu, who has conducted extensive research and
analysis on BRAC related demographic, economic, and transportation impacts. 
Phase II of the project, led by Edmeades& Stromdahl Architects/Planners, will
consist of master planning and schematic design of the HECC building
expansion.  Edmeades & Stromdahl of Harford County, has extensive experience
designing specialized classroom, meeting spaces and office areas for students.
The firm designed the Howard County Public Safety Center, Luzerne County
Community College Public Training Institute, and three Regional Training
Centers for the Maryland Fire and Rescue Institute (MFRI) and the University
of Maryland. 
The HECC project, contracted by Harford Community College, will begin early in
2009 and is scheduled to complete by June 2009.
