Chadbourne & Parke Expands London Office Capabilities in Cross-Border
Transactions, Oil and Gas, and LNG

Partner Shane DeBeer Will Work Out of London and Moscow Offices 

NEW YORK, Jan. 12 /PRNewswire/ -- The international law firm of Chadbourne &
Parke LLP announced today it has strengthened cross-border transactional, oil
and gas and liquefied natural gas (LNG) capabilities in its London office. 
Partner Shane DeBeer will work out of the Firm's London and Moscow offices.

Mr. DeBeer, who has spent 11 years in Moscow, will now spend time both there
and in London, focusing on cross-border transactions, in particular those
involving the Firm's oil, gas and LNG practice and other energy-related areas.
 He will continue to work on Russian and CIS projects while increasing his
involvement on projects in the Middle East, Africa and the UK.

Mr. DeBeer, 45, provides extensive hands-on experience in intricate
international transactions to the Firm's Moscow and London offices.  In
addition to energy-related work, he has handled matters involving project
finance, real estate development and transnational mergers and acquisitions,
with a particular focus on transactions in the CIS nations of the former
Soviet Union, as well as in the Middle East.

Among Mr. DeBeer's clients are a variety of Western, Middle Eastern and
CIS-based private and state-owned companies, which he advises on the
structuring, financing, acquisition and disposition of projects, some of which
have been in the multi-billion dollar range.  Now that he will be dividing his
time between London and Moscow, clients in the UK, Middle East and Africa will
more readily be able to tap into Mr. DeBeer's broad and deep experience. He
will also spend time in the Firm's Dubai office to work on Middle Eastern
deals.

Mr. DeBeer currently leads the Chadbourne team advising the Russian
state-owned gas company Gazprom on the structuring and financing of the
multi-billion dollar Shtokman LNG project, and advises other energy companies
in the Middle East, Africa and the CIS.  He spoke at the 2008 World Junior Oil
and Gas Congress, held in London in December.  Mr. DeBeer, along with a fellow
Oil, Gas and LNG practice partner, Charez Golvala, spoke on "SEC Reserve
Accounting: Prospects for Change" and "Approaching, Tackling and Championing
the M&A and A&D Markets."

Mr. DeBeer received his J.D. degree from Georgetown University Law Center, and
an M.S. degree from Georgetown University.  He is fluent in Russian and Dutch
and is the author of a highly regarded Russian-English/English-Russian
dictionary.
