31, 2008 was filed with the French Financial Markets Authority (Autorité des
Marches Financiers) on Friday March 13, 2009.

It is available free of charge to the public, in line with legal requirements,
and can be downloaded from the Company`s website www.publicisgroupe.com, under
the heading Finance / Documentation / Annual Reports).

The Registration Document contains the annual financial report, the report by
the Chair of the Supervisory Board on the preparation and organization of the
Supervisory Board and the internal control procedures, the reports from the
statutory auditors, and their fees.
