ARCADIS Awarded First PPP Hospital Project in Germany

ARNHEM, The Netherlands, April 29 /PRNewswire-FirstCall/ -- ARCADIS
(EURONEXT: ARCAD), the international consulting, design, planning,
engineering, and management services company today said that together with
Stein Projektmanagement it has been awarded a contract for project management
and technical consulting services for the new Hochtaunus hospital in Bad
Homburg. The client for this project is the Hochtaunuskreis, a municipality
near Frankfurt in Germany. This is the first Public Private Partnership
project for a hospital in Germany.
    Detailed examinations showed the existing hospital buildings to be
inefficient and modernisation was too expensive. The Hochtaunuskreis
therefore decided on a new construction of EUR 140 million, supported by the
Hessian Ministry of Social Affairs as provider of subsidies. The state of
Hesse adjusted the Hessian Hospital Laws to enable PPP projects in
healthcare. By realising this as a PPP project, considerable cost advantages
can be achieved.
    The PPP approach includes the selection of a private sector party that
will design and construct the buildings and operate these for 25 years.
ARCADIS will coordinate the process up to construction completion and will
also provide services for an additional 6 to 12 months after the beginning of
the hospital's operations. ARCADIS' technical advisory services include the
creation of all tender documents with performance specifications as well as
the definition of quality standards and technical requirements. The aim is to
offer private parties flexibility to achieve the desired efficiency gains
while at the same time avoiding misinterpretation and allowing for
comparability of the final offers. For ARCADIS and Stein Projektmanagement
the contract has a fee volume of EUR 2.26 million for five years.
    A Europe-wide tender for the project is scheduled for the summer of 2009
with the final award of the contract foreseen by the end of 2010, and
operations starting in 2013. Hochtaunus hospital will be the first 'green
building' hospital in Germany. Construction of the hospital will be certified
as a green building pilot project by DGNB (German Association for Sustainable
Building). According to project manager Jurgen Zimmermann, ARCADIS was
selected for this project due to both its expert knowledge in the fields of
healthcare and PPP projects and its impressive project management experience.
