Australian Patent Issued to TCS for Technology Enabling Operators to Offer Location Services to Roamers

ANNAPOLIS, MD, May 19 (MARKET WIRE) --
TeleCommunication Systems, Inc. (TCS) (NASDAQ: TSYS), a leading provider
of mission-critical wireless communications, today announced the
Australian Patent Office has issued a patent for "User Plane Location
Based Service Using Message Tunneling To Support Roaming."
This TCS invention allows a wireless user to receive precise location
services when roaming. The invention solves the roaming problem by
establishing a direct communications path inside the operator's firewalls
for both the user's home and visiting mobile operator so precise location
information can be exchanged. Prior to the invention, the wireless device
of a roamer would be provided with a private Internet Protocol (IP)
address of the visiting operator's location server, but the location
server would not be reachable as it was typically protected by firewalls.
The invention is specifically related to the Secure User Plane Location
(SUPL) standard that is being deployed by GSM and UMTS operators worldwide
for their Assisted GPS deployments. The described invention is implemented
in TCS' Xypoint(R) Location Platform as it works in conjunction with the
TCS Xypoint(R) SUPL Server.
TCS also is pleased to announce that Mark J. Ramberg joined the company as
Director of Intellectual Property (IP) and brings more than ten years of
experience working with organizations developing IP strategies. In this
role, he is responsible for establishing and managing IP strategies and
technology landscapes for new and existing technologies and product lines.
Prior to joining TCS, Mr. Ramberg worked at Microsoft as both the Director
of Intellectual Property Technical Strategy, Intellectual Property and
Licensing as well as the Director of Intellectual Property Strategy,
Platform and Services Division. He was responsible for the acquisition
program, developing new strategic processes for managing IP across the
company. Before Microsoft, Mr. Ramberg worked at other prominent
organizations including ipCapital Group, Inc., Quantum Corporation and
Hewlett-Packard. Mr. Ramberg has a BSEE from Worcester Polytechnic
Institute, is a certified intellectual property licensing professional,
and is a US Patent and Trade Mark Office registered agent.
TCS now holds 74 patents with over 200 applications pending.

The "User Plane Location Based Service Using Message Tunneling To Support
Roaming" patent describes a method and apparatus for providing User Plane
location based service to a roaming wireless device. The invention
establishes a User Plane roaming interface between the visited roaming
carrier and the user's home carrier via an Internet Protocol connection. A
message tunneling mechanism is formed through each carrier's firewall to
provide an uninterrupted communication path.
