parking industry veteran William "Bill" Francis to the newly created position of
Vice President of Revenue Controls and Internal Auditing. Bill is well known in
the parking industry from his previous role as Vice President at Walker Parking
Consultants. During his twelve years at Walker, he managed their consulting and
auditing services for their nationwide offices, including Los Angeles,
Philadelphia, Chicago, and Houston. Bill is a highly regarded expert in parking
audits, operation analysis, RFP consulting, due diligence studies, and financial
feasibility studies.

Prior to his position with Walker, Bill operated his own auditing and consulting
company, William Francis & Associates. He also served as Director of Operations
with International Parking Design. Bill has a Degree in Political Science from
California State University Long Beach, and a Master's Degree in Public
Administration from the University of Southern California.
