NEW YORK, June 23 (Reuters) - The Texas Department of Transportation on Tuesday launched a public-private partnership with a consortium that includes JPMorgan Chase (JPM.N) and Spain's Cintra CCIT.MC to build and operate 13 miles of highway in Tarrant County.

The state will invest about $570 million in a project valued at about $2.5 billion, the Transportation Department said in a statement.

The consortium, North Tarrant Express, Mobility Partners, is a group of 11 entities consisting of two equity sponsors, Cintra and Meridiam Infrastructure SICAR, and eight engineering and construction firms, while JPMorgan Chase & Co is serving as a financial advisor.

The Dallas police and fire pension system also has the option of investing in the project, said Texas DOT spokeswoman Karen Amacker.
