WASHINGTON (Reuters) - U.S. House of Representatives Majority Leader Steny Hoyer said on Tuesday that health care reform must be paid for without adding to the U.S. deficit, and "all options ought to be on the table."

He was responding to a reporter's question about whether House Democrats were considering tax increases to finance a massive overhaul of the U.S. health care system, which some say could cost $1 trillion or more.

Hoyer said that the House Ways and Means committee was working on how healthcare reform would be financed. He could not anticipate what they would do, but added: "Let me just emphasize that it will be paid for," and will not add to the U.S. deficit.
