ARCEP has Published a Report Regarding Its Mission Done in Republic of Korea

PARIS--(Business Wire)-- The mission led in Korea by the French regulatory institution Autorité de régulation des communications électroniques et des postes (ARCEP) was implemented in view of the continuous evolution of the highly innovative Korean communications sector. It took place in November 2008, when Patrick Raude, a Member of the Board, participated in the "Broadcasting & Telecommunications Conference" organised by the Korea Information Society Development Institute. The downloadable report (see below) made by the French institution and published in May 2009 summarizes the information drawn from this mission. Indeed, the ARCEP visit afforded the opportunity to meet the senior managers of the Korea Communications Commission (KCC) and leaders of several institutions, as well as representatives of the private sector, to exchange points of view on the issues regarding the regulation of the electronic communications market and the convergence between telecommunications and the broadcasting sector. Republic of Korea considers communications to be a strategic sector, and implements an active public policy spearheaded by the government and the regulator, the KCC, created in February 2008. Korea`s ambition is to consolidate the interests of network operators, unify legislation, and relax access rules between content and infrastructure, because it may translate into a decrease in costs for the consumer. In addition, the KCC`s main objective is to develop the country`s competitiveness in the telecommunications, broadcasting, and Internet sectors. The ARCEP report gives a panorama of Korea`s situation in multimedia services, and comparisons are made with France wherever possible. It notably asserts that the penetration rate for broadband and high-speed broadband Internet services in Korea is one of the highest in the world. Korea is also a leader in the mobile telephony market, including in mobile high-speed broadband, with 85% of Koreans possessing third-generation mobile Internet access. At last, despite the observation that mobile TV is seeking an economic balance in the country, it has developed substantially in Korea thanks to specific technological choices made in the context of a national industrial policy. ARCEP is the French telecommunications and posts regulator. One of ARCEP`s main responsibilities is to ensure that competition can be effectively exercised.
