AFSCME District Council 33 President Pete Matthews Threatened With Arrest at Job Site PHILADELPHIA, Oct. 5 /PRNewswire-USNewswire/ -- A job action by Water Department Local 394, a local union in AFSCME District Council 33, is continuing at a job site on Second Street between Market and Arch Streets in Center City. District Council 33 President Pete Matthews was initially threatened with arrest by the Police Department at the request of the Philadelphia Water Department when he appeared in support of Local 394 members who are refusing to cross a picket line set up by the Carpenters union. The Water Department later rescinded the arrest threat, but Matthews is still at the job action and is available for interviews.
