UPDATE 1-US OSHA cites Conoco's Bayway on safety

NEW YORK Oct 9 (Reuters) - The U.S. Occupational Safety and Health Administration said on Friday that it cited the ConocoPhillips (COP.N) Bayway refinery in Linden, New Jersey, for allegations of workplace safety and health violations.
OSHA, which is part of the U.S. Department of Labor, said in a statement that it proposes a total of $92,000 in penalties for the alleged violations against the second largest oil refiner in the United States.
"The identified violations leave employees at the refinery at risk of accidents that could result in injury or possible death," said Patricia Jones, director of the OSHA office in the Linden, New Jersey area.
"Employees are entitled to a safe and healthy workplace."
OSHA said it began a complaint investigation in April at the facility, where Conoco has more than 800 workers. The Bayway complex has a total crude oil processing capacity of 238,000 barrels per day (bpd).
The repeat violations include the company's failure to implement safe operating procedures, failure to implement inspection and testing procedures, and failure to update piping and instrumentation diagrams after process changes, OSHA said.
"The serious violations reflect deficiencies in the company's process safety management program as well as the lack of a comprehensive safety and health management system at the facility," OSHA added.
It said it issues a serious citation when there is substantial probability that death or serious physical harm could result and the employer knew, or should have known, of the hazard.
Conoco officials could not be reached immediately for comment. The company has 15 business days to comply or to contest the citations and penalties.
The oil major owns 17 refineries in the United States and overseas with total crude processing capacity of about 2.7 million bpd.
Shares in Conoco were trading 74 cents, or 1.44 percent, lower at $50.67 on the New York Stock Exchange, off a session high of $51.21. (Reporting by Haitham Haddadin; New York Energy Desk; Editing by Lisa Shumaker)
