itself by a distinct focus on resource efficiency and sustainability, rising
and unstable energy prices, scarcity of resources driven by population growth,
affluence and climate change. Spectrum's ability to facilitate and deploy the
Biosphere system is truly a compelling investment thesis that has both young

to clean and save planet earth by turning waste into energy.

spectrums deployment of the Biosphere MKV.

green because it makes sense and is essential in scaling sustainable business

TGEG marketing campaign thus far has made a real impact on several countries
that are now changing the laws to fit Spectrum Blue Steel's green energy
blueprints and the specially designed Material Recycling Facility. One
excellent example is the government of Buenos Aires, who has recently created
new legislation and written a new law under article 1 of the third law under
section 2.570 in favor of the biosphere MKV authorizing under the executive
power approved loans with the issuance of promissory notes and government
bonds guaranteeing up to $500,000,000 million USD or the equivalent in pesos
or other types of currency's for the immediate deployment of the Biosphere
power plants.

The Buenos Aires Metropolitan Region is a major consumer of energy. Although
it is home to 33% of the country's population, it uses 42% of all the energy
consumed in Argentina. There are different types of users of both electric
power and gas Although most users belong to the residential category; there
are also industrial, commercial and major users who are dependent for the
energy in this region.

In contrast, due to the distance that separates the Buenos Aires Metropolitan
Region from fossil fuel deposits and from hydraulic and nuclear power
stations, it is a poor producer of energy, and only generates 26% of all the
energy produced in the country. At the same time, electric power output in the
area is exclusively thermal, and the fuels used are natural gas, diesel, and
fuel oil. It is produced in six stations that have different power and output
capacities (the Costanera, Puerto, Dock Sud, Genelba, Buenos Aires and Dique
power stations). The problem with these power stations is the huge amount of
carbon emissions into the environment.

It is imperative that both Argentine and the Buenos Aires Metropolitan Region
be able to ensure safety and quality in terms of energy supply, which requires
a combination of several factors; especially energy balance, efficient energy
consumption (energy saving), and increasing use of renewable sources, so as to
achieve a sustainable supply. 

Buenos Aires waste management system is undergoing a transition towards a
system of urban solid waste recovery and recycling. In this sense, the city of
Buenos Aires has made significant progress regarding its legal framework
passing "Law 992/02 and Law 1854/05." The latter is known as the Zero Garbage
Law and sets down a schedule to reduce urban solid waste (USW) end disposal,
which stipulates a total ban on burying recyclable material by the year 2020.
On the other hand, recycling initiatives are still incipient, and most of
these activities are carried out by the informal urban recyclers known as
"cartoneros". The good news is the Biosphere system will fix the problems in
Argentine and Buenos Aires   while investors will receive bonds and promissory
notes for the loans to deploy the Biosphere plants.

and recycling facility in San Fernando. The main road is being constructed
from the mega dike to the new Spectrum power plant along with a 3000 meter
perimeter fence. Moreover and most importantly the first stage recycling
system called a MRF "Material Recycling Facility" is being finalized for
immediate installation on the site as well. Once the construction has been
completed and the "MRF" has been installed the biosphere can be connected on
the grid and will begin to generate clean green power for the entire city. 

Given the prescription laid down in the Ecological Solid Waste Management Act
of 2000 (R.A. No. 9003) in relation to the requirements under the Local
Government Code of 1991 (R.A. No. 7160) of the Philippines, the primary
responsibility for the management of MSW is pinned to municipalities and
cities together with LGUs. The LGUs are tasked to have their respective
10-year waste management plans consistent with the solid waste management
framework within their respective jurisdictions. More specifically, Section 17
(l) and (m) of the Ecological Solid Waste Management Act encourages, as a
matter of policy, the privatization of solid waste management projects and the
provision of incentives. Thus the reason that municipalities and cities are
scurrying to sign deployment contracts of the Biosphere MKV in favor of
Spectrum Blue Steel and True Green Energy Group.  

Having such general responsibility of the LGUs on waste management, Spectrum
has adopted a proactive stance by establishing beachheads in LGUs that are
willing to host Biosphere WTE projects in addition to paying tipping fees and
giving up as much as 95% of all the recyclables in order to be first on the
list. In addition to such willingness by the Philippine government and local
municipalities, the volume of MSWs and adequate project sites that is
accessible in terms of supply of raw water, transport of MSW, and
interconnection to the electrical grids throughout the Philippines are being
paid for and given to spectrum for a 25 year period in each location with a
provision to increase.
