AT&T Announces $12 Million Contract With The U.S. Department of Justice for
Victim Notification System
AT&T to Provide IT and Software Configuration Services for Web-Based System
That Keeps Crime Victims Informed on Progress of Their Cases

OAKTON, Va., Oct. 29 /PRNewswire-FirstCall/ -- AT&T (NYSE: T) Government
Solutions today announced a $12 million contract with the Department of
Justice to manage and expand the technical capabilities of the Victim
Notification System, which keeps crime victims informed of the status of cases
in which they are involved.

The Victim Notification System is an online, web-based victim information
tracking and notification management application for criminal cases that have
been accepted for prosecution from federal investigative agencies. The system
serves as the main source of crime victim contact and notification information
for the Department of Justice through the U.S. Attorney's offices and the
Criminal Division, the Federal Bureau of Investigation, the United States
Postal Inspection Service and the Federal Bureau of Prisons.

Enabling an automated means for victims of crime to be apprised of the
location and status of a case from arrest through incarceration, the Victim
Notification System also provides federal crime victims with information on
scheduled court events and the outcome of any criminal charges which have been
filed. AT&T Government Solutions was selected by the Department of Justice to
develop the system in 2000.

"As one of the architects of the Victim Notification System for the Department
of Justice, AT&T knows firsthand the intricacies of the complexity of the
system, from coordinating activities across the respective government agencies
to the user training," said John Klebonis, vice president, AT&T Government
Solutions. "AT&T's proven approach to program management and software
engineering will not only help the Department of Justice take advantage of new
technologies, but also ensure that victims stay fully informed."

Under the terms of the contract, AT&T Government Solutions will be responsible
for integrating software systems and the management of the entire program,
including quality management, configuration management and risk management.
AT&T will provide a wide variety of software engineering and IT services such
as systems engineering, software configuration, design and development,
Intranet and Internet site development, database engineering, and hardware
maintenance.

In addition, AT&T Government Solutions will also manage the Victim
Notification System Call Center and provide Interactive Voice Response system
administration and support. The call center also provides help desk support
for system users and victims.

The AT&T's systems and software development, integrated process and product
development, and supplier sourcing that will be used for the Victim
Notification System meet a Capability Maturity Model Integration (CMMI®) Level
3 rating from the Software Engineering Institute of Carnegie Mellon
University.

CMMI has become the de facto international standard for measuring an
organization's capability to provide a process-based approach to the
development of software, including software engineering and project
management. CMMI is also used as a prerequisite and evaluation factor for many
military and civilian government programs that have significant software
engineering systems and projects.

Victim Notification System users from more than 2,000 Department of Justice
and U.S. Postal Inspection Service offices approve approximately 300,000
notifications per month to victims. AT&T Government Solutions has delivered
training classes for government employees that use the system and has also
handled thousands of calls from both users and victims.

The contract, which was awarded to AT&T Government Solutions, has a one-year
base with four options years.
