RBS Hires Paul Feidelson as Head of Commercial Paper, Americas

STAMFORD, Conn.--(Business Wire)--
The Royal Bank of Scotland plc (RBS) today announced that it has hired Paul
Feidelson for its Syndicate team within its wholesale banking division, Global
Banking & Markets (GBM). Mr. Feidelson joins as a Managing Directorand Head of
Commercial Paper, Americas. He will primarily be responsible for building a
commercial paper desk to support the further development of the US short-term
franchise. 

"With over 15 years of experience in short-term fixed income origination, Mr.
Feidelson brings an enormous breadth and depth of experience in US Short-Term
origination," said David Bassett, Global Head of Syndicate and Head of Debt

Feidelson will advance the firm`s ability to deliver the full range of debt
products to our core client base." 

Mr. Feidelson joins RBS from Barclays, where he most recently headed the
Investment & Product Platform for Barclays Wealth in the Americas, following the
acquisition of Lehman Brothers in September 2008. Prior to that, he served as
the senior and founding member of the Special Investments Group at Lehman, where
he was responsible for managing the syndicate process for that firm`s private
equity franchise and other special investment opportunities for its Private
Investment Management division. 

Before joining the Private Investment Management division, Mr. Feidelson served
for three years as Head of the Global Short Duration Credit Business, a role he
held while also serving on the High Grade Syndicate desk.He previously spent six
years focusing on commercial paper and other short-term products, floating rate
notes and medium term notes.
