WASHINGTON Oct 29 (Reuters) - Democratic leaders in the U.S. House of Representatives released a healthcare reform bill on Thursday that includes a government-run insurance plan and imposes a surtax on the wealthiest Americans to pay for it.

Democrats said the Congressional Budget Office estimated the bill's 10-year cost would be $894 billion, below President Barack Obama's target of $900 billion, and reduce the budget deficit by $30 billion in the same period.
