Navy Earns Two Presidential Energy Awards, Eight DOE Energy Awards

WASHINGTON, Oct. 30 /PRNewswire-USNewswire/ -- Stellar efforts by Navy and
Marine Corps commands in energy and water management were acknowledged Oct. 29
at the Presidential Energy Awards for Leadership in Federal Energy Management
at Washington, D.C.'s Ronald Reagan Building and International Trade Center. 

Naval Air Station (NAS) Oceana, Va., and the Naval Base Kitsap (NBK), Wash.,
sites of NBK Bangor, NBK Bremerton, Puget Sound Naval Shipyard and
Intermediate Maintenance Facility and Naval Undersea Warfare Center Division
Keyport were honored with the prestigious award that recognizes federal
entities for their support, leadership and efforts in promoting and improving
federal energy management.

M. Natsuhara, acting assistant secretary of the Navy for installations and
environment. "We have made a concerted effort to increase energy efficiency
and use of alternative sources and emerging technologies. The result is
reduced energy vulnerabilities and sound environmental stewardship."

NAS Oceana was recognized for surpassing its fiscal year (FY) 2015 energy
savings goal 10 years early, and in FY 2008 saved $2.4 million in energy
costs. These savings were accomplished through several projects completed in
the past FY, primarily the Dam Neck Annex Energy Savings Performance Contract
(ESPC). The ESPC eliminated the inefficient central steam plant, installed
localized natural gas boilers and central condenser cooling loop and also
incorporated other heating, ventilation and air conditioning and lighting
upgrades and conservation measures. With an initial project cost of almost $33
million, the base is expected to save almost $2.8 million annually.

NBK's energy management program oversaw a reduced energy consumption of 12 to
16 percent from the FY 2003 baseline. In FY 2008 alone, NBK completed 69
energy projects, saving almost $2.6 million, and reduced water consumption
between 21 and 36 percent from their FY 2007 baseline. The base is currently
working with Bonneville Power Administration on an upgrade project that, when
complete, will include energy conservation measures valued at $25.3 million
that will save approximately $4 million annually.

Finalists for the Presidential Energy Awards were evaluated for efficient use
of energy and water, use of new and emerging energy technologies, employment
of innovative strategies and best practices, use of renewable energy sources,
alternative financing and energy-efficient mobility by the federal government.
The awards are presented to federal agency energy management teams for
large-scale, comprehensive organizational efforts showing excellence in the
use of energy efficiency and management tools.

The Department of the Navy was also presented with eight Department of Energy
Federal Energy Management Program (FEMP) Awards Oct. 28, for achievements in
energy efficiency and energy management, water conservation, renewable energy
initiatives and for exceptional service in the energy industry. 

FEMP awards were presented to Marine Corps Base Camp Pendleton, Calif., Naval
Base Kitsap Bangor, Wash., and Naval Base Kitsap Bremerton, Wash., for
exceptional energy efficiency and energy management. Marine Corps Base Hawaii,
Kaneohe Bay, Hawaii, and Naval Air Weapons Station China Lake, Calif., were
recognized for their renewable energy initiatives. Marine Corps Air Station
Miramar, San Diego, Calif., and Naval Base Ventura County, Calif., were
presented awards for sound water management practices. 

An Exceptional Service Award was also presented to Chris Drury, Naval
Facilities Engineering Command Northwest, Silverdale, Wash.

The FEMP works to reduce the cost and environmental impact of the federal
government by advancing energy efficiency and water conservation, promoting
the use of distributed and renewable energy and improving utility management
decisions at federal sites. 

Over the past nine years of the awards' existence, the Department of the Navy
has earned 28 percent of the Presidential Awards and 30 percent of the FEMP
Awards. 

The Department of the Navy's worldwide energy program is currently exceeding
the Energy Policy Act goals for efficient use of energy and water resources
and development of renewable energy sources. The program avoids millions of
dollars in annual utility costs through innovation, investment in energy
efficient technologies, alternative energy sources and increasing awareness of
the Navy's energy strategy. 

To achieve its current success, the Department of the Navy has maintained a
comprehensive energy program with centralized management operating in
partnership with regional and installation-level resources for implementation.
As a result of program initiatives worldwide, the Navy is avoiding more than
$3.3 billion in cumulative utility costs since 1985 (inflation adjusted).
