WASHINGTON (Reuters) - President Barack Obama said on Monday he expected the United States and Russia to sign a new "START" treaty on reducing their nuclear arsenals by December.

"I would strongly argue that we have made more progress on this issue (global nuclear non-proliferation) over the last several months than we have seen in the last several years," Obama said in an interview with Reuters at the White House.
