The Company has changed its name from China Zirconium Limited to Sino
Dragon New Energy Holdings Limited and adopted its Chinese name, for
identification purposes only, with effect from 12 October 2009.

Market participants should note that the English and Chinese stock short
names for trading in the ordinary shares (stock code: 0395) of the
Company will be changed to "SINO DRAGON" and "Chinese name",
respectively, with effect from 18 November 2009.

Reference is made to the announcement of Sino Dragon New Energy Holdings
Limited (formerly known as China Zirconium Limited, the "Company") dated
8 September 2009 and the circular of the Company dated 17 September 2009
relating to, among others, the proposed change of the Company's name.

CHANGE OF COMPANY NAME

The board of directors (the "Board") is pleased to announce that the
special resolution approving the change of the Company's name from "China
Zirconium Limited" to "Sino Dragon New Energy Holdings Limited" was duly
passed by the shareholders of the Company at the extraordinary general
meeting held on 12 October 2009 ("Effective Date"). The "Certificate of
Incorporation on Change of Name" was issued to the Company by the
Registry of Companies of the Cayman Islands on 12 October 2009. The
Company has also adopted its Chinese name for identification purposes
only with effect from the Effective Date. The Company had completed the
necessary filing procedures with the Companies Registry in Hong Kong and
received the "Certificate of Registration of Change of Corporate Name of
Non-Hong Kong Company" issued by the Companies Registry in Hong Kong on 9
November 2009.

TRADING ARRANGEMENT

Market participants should note that the English and Chinese stock short
names for trading in the ordinary shares (stock code: 0395) of the
Company will be changed to "SINO DRAGON" and "Chinese name",
respectively, with effect from 18 November 2009.

The following table sets out the arrangement of the stock code and stock
short names that will be in use during the transitional period from 18
November 2009, Wednesday to 11 December 2009, Friday (both days
inclusive):

EFFECT OF CHANGE OF COMPANY NAME

The change of name of the Company will not affect any of the rights of
the shareholders of the Company. All existing share certificates in issue
bearing the former name of the Company will continue to be effective as
evidence of title and be valid for trading, settlement and registration
purposes. Accordingly, there will not be any arrangement for an exchange
of existing share certificates of the Company for new share certificates
bearing the Company's new name. As the change of name has become
effective, new share certificates of the Company will be issued in the
new name of the Company.
