China says carbon target only domestically binding

BEIJING Nov 26 (Reuters) - China's top climate envoy said on Thursday the country's newly announced carbon intensity target was a voluntary domestic policy, not an international commitment, but Beijing would achieve its goal.

"Although this is a domestic voluntary action, it is binding," said Xie Zhenhua, deputy head of the powerful National Development and Reform Commission.

"As we've made this commitment, well, Chinese people stick to their word," he told a news conference in the Chinese capital.
