EPA to announce ruling on greenhouse gases -official

WASHINGTON Dec 7 (Reuters) - The White House has approved plans by the Environmental Protection Agency to issue a ruling allowing it to make rules that would regulate greenhouse gas emissions, an administration official said on Monday.

The EPA is expected to make the so-called "endangerment finding" announcement at 1:15 p.m. EST (1815 GMT).

The ruling would give the EPA tools to regulate emissions if Congress fails to pass legislation to tackle global warming.
