TOKYO Dec 22 (Reuters) - Japanese Banking Minister Shizuka Kamei said on Tuesday he still wants the government to tap about 15 trillion yen ($164.6 billion) of funds from the government's special accounts to fund the budget for the year from next April.

But Kamei, a proponent of larger fiscal spending, also said it is up to Prime Minister Yukio Hatoyama to make a final decision on the budget. Kamei has been calling for use of government savings in special accounts to increase fiscal spending. ($1=91.14 Yen)
