DUBLIN Feb 3 (Reuters) - Ireland's unemployment rate has risen to 12.7 percent, its highest level since 1995, Prime Minister Brian Cowen said ahead of jobless data to be released on Wednesday.

"I acknowledge that 12.7 percent now records an unemployment rate which we last had in 1995," Cowen told parliament.
