Mobistar eyes Belgian 4G licence - CEO

LUXEMBOURG, March 23 (Reuters) - Mobile phone operator Mobistar (MSTAR.BR) is interested in acquiring a licence for super-fast 4G telephony this year and is challenging a regulator plan to cut fees for routing calls, its chief executive said.

"We will have to see what the conditions are for these 4G licences, but it is logical that we are interested," Chief Executive Benoit Scheen told Reuters on Tuesday on the sidelines of the Luxembourg fund industry association's (ALFI) spring conference on Tuesday.

Long-term evolution (LTE) or fourth generation connections will allow users to upload and download movies, music and data to their mobile devices far quicker than at present. The Belgian government plans to auction licences later this year.

Scheen said Mobistar did not agree with a recent proposal by the Belgian telecoms regulator requiring operators to halve the fees they can charge competitors to handle traffic on their networks.

The regulator made its proposal in February and gave Mobistar and its Belgian rivals Belgacom (BCOM.BR) and BASE (KPN.AS) six weeks to respond.

"We think the methodology they have used is not appropriate for the Belgian market and we do not agree with the measures they have proposed," Scheen said.

He said the group would decide whether or not to fight the new rules in court once the regulator had finalised its measures.

Charges for routing calls, known as mobile termination rates (MTR), are an important revenue stream for large carriers.

The charges have been cut by almost 50 percent since 2006 to cut costs for consumers, but they remain different for each operator. Any disparities are to be phased out by 2013 under EU guidelines.

"We want to keep a certain degree of asymmetry as long as Belgacom (Belgium's biggest telecoms company) remains as dominant as it is. Symmetry will really hurt smaller players," Scheen said. (Reporting by Antonia van de Velde; Editing by David Holmes)
