MOSCOW, July 29 (Reuters) - Russia's oil pipeline monopoly Transneft (TRNF_p.MM) will see its oil shipping fee rising by an average of 3.3 percent from Aug.1 and by a further 9.9 percent from Dec. 1, the Federal Tariffs Service (FST) said on Thursday.

The oil shipping fee is the only source of profit for the pipeline monopoly, which has new pipeline projects and needs to upgrade its infrastructure.
