MOSCOW, July 29 (Reuters) - Russia's oil pipeline monopoly Transneft (TRNF_p.MM) will see its oil shipping fee increased by more than projected inflation this year, bringing an additional burden for investment-hungry oil firms.

The shipping tariff will increase by an average of 3.3 percent from Aug.1 and by a further 9.9 percent from Dec. 1, the Federal Tariffs Service (FST) said on Thursday. Russia's inflation forecast for 2010 is less than 6 percent.

The move will boost costs for oil companies already complaining that a heavy tax and tariff burden prevents them from investing in new fields.

Transneft's volatile shares closed up nearly 11 percent, but traders said the move could also be linked to the company's presence on a list of firms to be part sold by the state in a $29 billion fund raising drive.

The company is normally allowed to revise its fees at the end of each year and they already rose by 15.9 percent from January.

The government usually requests the state-controlled firm to cap hikes at below inflation levels to avoid spurring prices across other industries.

FST also said it set the tariff for the Eastern Siberia - Pacific Ocean pipeline, which ships oil to China, at 1,651 roubles per tonne before value added tax from Aug.1, and at 1,815 roubles from Dec.1.

The oil shipping fee is the only source of profit for the pipeline monopoly, which has new pipeline projects and needs to maintain its infrastructure.
