Uruguay authorizes up to $500 mln in debt buyback

Why is Uruguay doing a buy back? they should be selling as much debt as they can and just go the Argentine route ( the only country that has the right policy on doing business with the IMF ) not to mention Uruguay should not return money to investors they should be investing that in their citizens.
