UPDATE 1-White House says will release budget on Feb 14

WASHINGTON Jan 28 (Reuters) - The White House will release its budget proposal for fiscal 2012 on Feb. 14, an administration official said on Friday.

President Barack Obama has called for a 5-year, non-security discretionary spending freeze to lower the budget deficit by $400 billion as an opening bid to reduce the huge U.S. deficit while promoting investment to boost U.S. growth and jobs.

The nonpartisan Congressional Budget Office estimates the federal budget deficit in fiscal 2011 will hit $1.48 trillion.

The president's budget lays out the cost of the administration's policy proposals. But it will likely face stiff opposition in the House of Representatives, now controlled by Democrat Obama's Republican opponents, who have vowed to cut government spending.
