WELLINGTON | Tue Feb 22, 2011 5:44pm EST

WELLINGTON (Reuters) - New Zealand declared a national state of emergency to cope with the effects of the devastating earthquake in the second biggest city Christchurch, Prime Minister John Key said on Wednesday.

"In practice this enables the strongest possible focus of local, national and international resources working together to achieve the best possible response in the shortest timeframe," Key told a media briefing.

The death toll from the force 6.3 quake has risen to 75 with up to 300 people unaccounted for.
