panelist in the discussion of the Commercial Mobile Alert System (CMAS)
at the Pacific Island Chapter of the Association of Public Safety
Communications Officials - National Emergency Number Association
(APCO/NENA) Technology Forum on Monday, September 26 in Honolulu, HI.

    The purpose of the forum is to provide an educational opportunity for the
State of Hawaii 9-1-1 public safety community, islands leadership and
lawmakers. The goal of the Forum is to develop an understanding of
Federal, State and County requirements in order to develop a collective
vision for the State of Hawaii's Next Generation 9-1-1 (NG9-1-1)
technology.

WHAT:
 The Federal Communications Commission (FCC) has
mandated a new technology known as Commercial Mobile Alert System, which
is a public/private partnership between the FCC, The Federal Emergency
Management Agency (FEMA) and the wireless industry, whose objective is
enhanced public safety. This is a new system that allows customers who
own an enabled mobile device to receive geographically targeted,
text-like messages alerting them of imminent threats to safety.

Rick Ruth has over 20 years of experience in sales, marketing and
business development in the telecommunications field. He was previously
the general manager of business development for PowerNet Global
Communications, where he developed business relationships with telecom
carriers, cable multi system operators, digital subscriber line
aggregators and field installation providers to enable the sale and
deployment of next-generation services. Prior to that, he held senior
product management positions at Cincinnati Bell Telephone and Cincinnati
Bell Wireless, where he was involved with the deployment of new products
and services.
