Argentine Cabinet chief says "no comment" on debt talks in New York

BUENOS AIRES, July 30 (Reuters) - Argentina's Cabinet chief Jorge Capitanich said on Wednesday he would make "no comment" on the last-ditch debt negotiations in New York, with the country facing until the end of the day to avert its second default in 12 years.
