NEW YORK, Oct 22 (Reuters) - Total Petrochemical (TOTF.PA) said it was in the process of restarting its Port Arthur, Texas, oil refinery after a plantwide power failure shut all units at the 174,000 barrel-per-day complex early Thursday.

"We are in the process of restoring operations," spokeswoman Karyn Grace told Reuters, adding there was no exact timetable as to when the plant would be back up fully.

"Electrical power failure plantwide affecting all areas and units," Total said earlier in the day in the filing with the Texas Commission on Environmental Quality.

Other refiners in Port Arthur said they were not impacted by an electrical outages.

Total does not usually provide estimates on how long such a restart process may last, but Grace pointed out that Total's filing said emissions caused by "entire plant shutdown" started early Thursday at 2:11 a.m. CDT (0611 GMT) and may last through Oct. 27.

Texas utility Entergy Inc (ETR.N) was aware of a power problem at the Total refinery but the cause was not on the Entergy system, said an Entergy spokeswoman.

Meanwhile, top U.S. refiner Valero Energy Corp (VLO.N) had no power outages at its 325,000-bpd Port Arthur complex, said spokesman Bill Day.

There were also no problems at a 285,000-bpd refinery in Port Arthur owned by Motiva Enterprises LLC, a joint venture between Shell Oil (RDSa.L) and Saudi Aramco.
