Whoever was pulling or driving the float is in a world of trouble. This should never happen. Especially in a flat area like Texas.

The truck driver will be held responsible. You do not drive across railroad tracks unless you can clear your vehicle. Getting across the tracks and sitting there with no where to go caused this tragedy but the parade should have also been planned around a time no trains ran. Terrible thing after these people have already gone through so much.
