Yes, it did not only happened on reuters but on many other news outlets as well ( There could be more but I only know 6 so far, on this very same topic). It is very likely the work of Chinese government hacking army, but we can never be 100% sure. It is quite scary to think about that though..

I have seen pictures of this strip mining and it is just pitiful of what they are doing to the Philippine landscape.
“But the Philippine government is sure to stop this heinous practice.” The Chinese know and exploit the one major weakness of the Philippine politician. That weakness is immense greed and corruption.
The Chinese pay off the local Philippine politician who turns a blind eye, and the Chinese rape the once beautiful landscape.
The Philippines and the rest of Asia need to note one very brutal thing. A Country who murders over 55 million of it’s own citizens without one gram of remorse and calls it a, “Cultural Revolution,” Then the boarding of sovereign vessels of an Asian Country is just an appetizer of more brutal acts to come from the Communist Red Chinese.
