Considering how Mexico ranks as the 100th most corrupt country in which to do business on Transparency International’s Corruptions Perceptions Index (New Zealand, #1, perceived the least corrupt; Afghanistan, Myanmar, North Korea and Somalia essentially tied at #180, most corrupt — unsurprisingly), it’s not so terribly difficult to imagine where that $2.7 billion figure came from, or how, or what it means.

Why anyone does business in Mexico, visits Mexico or has anything to do with Mexico is a perfect mystery to me. Why perhaps a third of Mexico’s population fled north to escape the chaos there is not.
