In 2010, he claimed there were 167 political prisoners in Cuban jails. According to an AP report, however, these included many who would not normally be included as political prisoners, e.g. convicted spies, hijackers, terrorists and other violent offenders.

Currently, Amnesty International has adopted at most one prisoner of conscience in Cuba. He was jailed for desecrating the national flag.
