It was the outgoing PM Wen who first proposed abolition of labor camps 10 years ago and Xi simply implements it for accreditation. Never get the notion that all cheap stuff comes from labor camps other than from sweat and blood of ordinary prison inmates. China created a bad image to name it that way. Had labor camps be called rehabilitation centers, their existence would not be so objectionable.
