She most likely did it, but the new emergent imperialistic France will be more than happy to diplomatically kick a 3rd world country as a sign of its newly acquried global power.

In addition, in that environment, the police routinely arrest everyone they can, regardless of any indication of guilt or innocence, just so they can put out press briefings to enhance their image.
