Now without knowing the exact vote count there are 40 Senate Democrats and 19 Senate Republicans.

So I would assume that the 34 yeas were all Democrats and the 21 nays were the 19 Republicans plus 2 Democrats with 4 Democrats no voting.

The Illinois State House has 71 Democrats and 47 Republicans so I see no reason why this would not pass the State House.

Then the Governor can sign his way into History.
