I can remember seeing alcoholic beverages sold all of the time when I was in Egypt. It was done to cater to the tourists there. The British love there beer and ale, so this could end impacting their tourist industry. Egypt cannot afford to impact their tourist industry, because the country is on the verge of bankruptcy. Egypt needs tourists, so it may want to cater to them. I never drank alcoholic beverages when I was there, because I thought I was being offensive to the Muslim populace there.
