After spending 28 years on the Foreign Relations Committee and the last 4 years as its Chairman shouldn’t he already know whatever his is going to learn on this “Listening Tour”?

How many millions of dollars is this “Listening Tour” going to cost that the State Department could spend on something else like security or even better don’t spend it at all.
