Spirit sold their slots at DCA for BWI. Southwest does not want to fly out of there either, they prefer BWI as well. Some smaller airlines may wish to, but they will not fly to small towns where people want them to. These big airlines need to start making some money. It is very easy to start a new airline, so competition is always there. Look how quickly spirit has grown.
